Welcome to the DigiPol Consult platform accessible from the URL
https://governance.neda.gov.ph/digipol/(the “DigiPol Consult” or “Site”).
The National Economic and Development Authority of the Philippine government (the “NEDA”) is responsible for processing your personal data, your contributions in the forums, and all Site usage data.
NEDA commits to protect the personal information of the users of the DigiPol Consult from any breaches or unauthorized use. Technological, organizational, and physical security measures are put in place to protect your information from accidental or unlawful loss or destruction, unlawful or unauthorized access, and alteration, and disclosure.
The servers being used to store your information are also protected by a firewall and other adequate security controls. Only authorized personnel have access to your personal information, which are kept in strict confidentiality.
According to Republic Act 10173 or the Data Privacy Act of 2012 (the "DPA"), "Personal Information" refers to any information whether recorded in a material form or not, from which the identity of an individual is apparent or can be reasonably and directly ascertained by the entity holding the information, or when put together with other information would directly and certainly identify an individual.
This Privacy Policy applies to all DigiPol Consult visitors and registered users whose personal information are collected by this web application.
Collection
Information is transmitted to NEDA through the DigiPol Consult when you visit, browse, register, and participate in consultations, and when you communicate with the team that is managing the site.
In addition to your answers to the forums and polls, we will also collect personal data.
The collection of the following are indicated in the mandatory fields in the registration page:
- Username
- Email address
- Password
The following information are mandatory and collected in the users’ profile page:
- Citizenship and residency
- Age
- Sex
- Sector
- Region
- Agreement to the following:
- Terms of Use
- Privacy Policy
- DigiPol Consult Charter
When you visit the Site, your Internet Protocol (IP) address is also collected.
Cookies
When you visit the
https://governance.neda.gov.ph/digipol/ site, cookies are placed on your computer, mobile phone or tablet. Cookies are small text files that we store on computer hard drives or mobile devices of visitors to facilitate navigation and to allow certain functionalities. There are two types of cookies that we use. The first are the cookies necessary for the site to function, while the second are third-party cookies to obtain information on website usage. For the latter, the data collected are aggregated and anonymized.

The Site was developed by NEDA and relies on Flarum, a free software which uses open source technologies.

Audience measurement cookies
Audience measurement tools are deployed to obtain information on visitor browsing. In particular, they make it possible to understand how users arrive on a site and to reconstruct their journey.
The Site uses the Google Analytics audience measurement tool.

On your first visit to the site, a banner informs you of the presence of these cookies. These cookies are managed by your browser. Use
All records of your personal data held by us shall be used solely for the following:
- To create an account.
- To keep your account and the forum secure.
- To validate your email account and registration.
- To determine whether you are qualified to participate in the site. See Terms of Use for more information.
- To document and keep a record of Site users.
- To evaluate and analyze users’ inputs on the forums. The collective inputs will serve as one of our bases for policy-related outputs relating to the topic being consulted on.
- To generate analytics on overall website usage.
- To provide you with the web application and the DigiPol Consult team’s services such as notification emails, and addressing queries or concerns arising from the use of DigiPol Consult.
- To improve the site.
Access
All records of your personal data held by us shall be used solely within NEDA for the purposes we have identified, and shall not be shared with any outside parties, unless with your written consent. Those information can be accessed, changed and updated only by yourself automatically or by the Site administrators upon your request. You may request for a copy of the information that DigiPol Consult has about your account to digipolconsult@neda.gov.ph. Kindly use your registered email address in making such requests.
Storage and Retention
Personal information is retained and stored by NEDA in a centralized file server at the NEDA Data Center, which has appropriate security and protection. It will be stored and retained in our live database for as long as you are a registered user of DigiPol Consult. If you request for the deletion of your account from the web application, your personal information will be permanently deleted from our live database but retained in the back-up database for one year. After the retention period, all personal information will already be permanently deleted.
However, we reserve our right to retain your personal data when necessary to establish, exercise or defend legal claims, for legitimate purposes, or when provided by law, which must be in accordance with standards followed by the applicable industry or authorized by the appropriate government agency.
Disclosure and Sharing of Data
NEDA will not disclose or share your personal information to anyone unless with your written consent.
Disposal
Once your account is deleted from the DigiPol Consult, NEDA is no longer responsible for keeping and providing you with your personal information/documents. Deletion of your account automatically removes all your personal information from our live computer system which would prevent its further processing.
Your contributions in the forums such as comments and answers to polls however, shall be retained under the name
[deleted].
Rights of DigiPol Consult Users
With regard to your personal information, we respect your right to the following:
- Right to be informed;
- Right to access your personal information;
- Right to object;
- Right to rectify. You may update and correct errors or inaccuracies in your submitted personal information through your profile page. Updates or corrections made will automatically be reflected in NEDA’s database;
- Right to erasure or blocking. You may request the deletion of your account from the Site, and withdraw consent to the use of any of your information disclosed to us.
- Right to damages caused by unlawfully obtained or unauthorized use of personal data;
- Right to file a complaint before or seek assistance from the National Privacy Commission.
These rights are not applicable to the processing of personal data gathered for the purpose of investigations in relation to any criminal, administrative, or tax liabilities of a Site user.
Notification in Case of Breach
In the occurrence of a data or system breach which compromises your personal information and identity, NEDA will notify you of such incident via email. We shall also be posting an advisory on the Site.
Privacy Policy Statement Updates
This Privacy Policy may be amended in the future and the updated version shall apply and supersede any and all previous versions. We will inform you through email and through the Site to keep you up to-date of the changes in our privacy policy.
