General Rules
For the purpose of maintaining the Digipol Consult as a democratic and safe platform for public discussion, certain acts are prohibited in the Site. Failure to comply with the rules will be subject to appropriate action by Site moderators and/or administrators.
The violation of the following will be treated as mild offense:
- Not staying within the topic. Do not post comments or replies that are not relevant to the topic being discussed.
- Spamming. This includes promotion or advertising of activities, events, products, one’s business or affiliations which are not related to the discussion/topic.
- Trolling
The violation of the following will be treated as moderate offense:
- Discriminatory statements (in reference to social status, ethnic origin, language, race, ideology, sexual orientation, education, faith, etc.)
- Insults
- Innuendoes. These include posting malicious hints, insinuations, suggestions, or allusions about a person or an organization’s reputation or character.
The violation of the following prohibitions will be treated as severe:
- Posting of content that violates Republic Act No. 10175 or the Cybercrime Prevention Act of 2012. This includes the following:
- Defamatory/libelous statements such as accusations and other unproven information against an individual or organization;
- Obscene or explicit content.
- Gender-based online sexual harassment as defined by Republic Act 11313.
- Phishing
Violators shall receive warning emails and notices on the Site indicating the number of strikes and the offense committed. The number of strikes for each offense is based on this severity scale:

Account suspension for 15 days shall be imposed on users who have accumulated three strikes or more in a month. Suspended users can still log in their account but they will not be able to participate in the forums or make changes to their profile information.
Users who have been warned six (6) times in a month for spamming shall be marked as a Spammer. When a user is marked as such, he or she will be suspended indefinitely and all of his or her posts and created discussions will be hidden. Their level of access to the website is similar to suspended users.
If users feel that their account has been unjustly suspended or marked as Spammer, they may appeal by sending a constructively-worded email to digipolconsult@neda.gov.ph. The decision of the moderators after an appeal shall be final and must be respected by users. If no appeal is received, the suspension will run its due course. After 15 days, the full functionality of the user’s account will be reactivated.
Protecting Your Identity
If you want to protect your identity and remain anonymous, we suggest that you do the following:
- Avoid using your real name as a username. We suggest that you use a pseudonym instead.
- Do not post any personal information in the forums. These include personal contact numbers and addresses, and other forms of identification such as SSS/GSIS, PAG-IBIG, Philhealth, and license numbers.
- Do not upload your photo into the forums or on your profile page. Instead, use an avatar or any other photo that does not reveal your identity.
Commitment of NEDA
In terms of handling the website and users’ inputs, NEDA commits to do the following:
- Consider all inputs posted in the website with fairness and objectivity;
- Respond in a timely manner to queries and feedback from the participants;
- Moderate discussions for the benefit of the participants;
- Manage and, if necessary, mediate conflicts that may arise during consultations;
- Report to the public the results of the consultations;
- Ensure privacy and security of all the DigiPol Consult users. Read our Privacy Policy; and
- Implement corrective and/or disciplinary actions on users who violate this Charter.
