ILOILO province’s electronic assessment and collection system of real property tax was nominated for the 3rd Asean ICT Awards (Aicta), which will be held October 23-24 in Vientiane, Laos.

The province’s entry is its Iloilo Province-Wide Electronic Assessment and Collection System or “eAssyscols,” an initiative of the Information Communication Technology Management Office. It is among the three nominees representing the Philippines in the Public Sector category.

eAssyscols is a software program used by the Provincial Treasurer’s Office and Provincial Assessor’s Office in the collection and payment of real property tax.

It is capable of producing or generating reports in consonance with the requirements of the New Manual on Real Property Appraisal and Assessment Operations issued by the Department of Finance.

The system has been in use since 1998 and is being replicated in 42 towns in the province. It has an existing connectivity that provides an updated assessment values as basis for updated payments of taxpayers both at the provincial and municipal level.

As a result, with the 2018 General Revision, the Province of Iloilo has completed 100 percent the General Revision Activities with a total of 550,000 RPUs updated and validated.

The Provincial Treasury and Assessment Offices bagged major awards in the 4th Quarter Conference Workshop in 2017 and Year-End General Assembly of the Regional Association of Treasurers and Assessors in Western Visayas.

The province of Iloilo was awarded with the Most Outstanding Performance in Collection of locally sourced revenues for 2016 for obtaining the highest performance rating of 99 percent in Western Visayas. It was also awarded with the most outstanding performance in Economic Enterprise for attaining 116 percent collection efficiency and Most Outstanding Performance in Early Submission of Report (Electronic Statement of Receipts and Expenditures).

The Provincial Assessor’s Office received the major award in the field of Assessment services as the Most Outstanding Provincial Assessor’s Office in Real Property Tax Assessment for 2016.

The use of the system also contributed in the province winning the much-coveted Excell Awards by the Department of the Interior and Local Government.

Aicta is a yearly recognition that recognizes exemplary ICT achievements of entrepreneurs across the Asean region. The prestigious awards aim to be the benchmark for success in terms of innovation and creativity, offering business opportunities and promoting trade relations through strengthening of community awareness.

Nominees have to submit a two to five-minute video presentation.

All nominees will receive a certificate of participation.

Winners will receive a certificate; trophies (gold, silver, bronze); and US1000 subsidy (two person for each nominee). (PR)
